Abstract : The aim of the article is to explore the nature of ‘bottom-up pledge and review’ approach of NDCs. The article assessed the ‘bottom-up pledge and review’ approach of NDCs through the lens of international environmental law and seeks to focus on identifying key normative strength and weakness of NDCs’ bottom-up pledge and review approach to guide or influence individual State's behavior in mitigation actions. By exploring the legal nature of ‘bottom-up pledge and review’ approach of NDCs and by identifying its key strength and weakness, the article also endeavors to assess- whether this new approach can function as a historic breakthrough in international climate regulatory regime to govern State's behaviour and to secure state’s effective action towards climate mitigation issues or on the contrary it will turn out as a setback to slow down the process.
