Title : The nexus between climate change and agricultural trade liberalisation: A quantitative exploration

Abstract : Agricultural activities are highly reliant on weather events and climatic conditions. The future climate change will potentially have adverse impacts on land productivity globally but not uniformly across geographical regions, altering the relative productivity of land in one region compared with another and resulting in changes in the volumes and the commodity mix of agricultural production globally and by region. By realising regional comparative advantages, and particularly through trade policy reforms, international trade generates positive net economic benefits globally. Indeed, a number of studies have suggested that commodity trade can facilitate ‘adaptation’ in agriculture and food sectors to climate change. The nexus between trade-policy-induced specialisations and climate-change-induced specialisations and, hence, the ‘mitigating’ (or ‘magnifying’) effects of trade policy reforms are indeed critical but an empirical question that cannot be determined a priori. This chapter examines this nexus. In particular, it provides a quantitative assessment as to whether global trade liberalisation can help ‘mitigate’ (‘magnify’) potential damages (gains) to agricultural sectors from climate change, drawing on results from the integrated global modelling of a set of likely climate change scenarios with and without trade liberalisation. The results presented in this study suggest that the ‘interaction effects’ of climate change and trade liberalisation on the production and export of individual agricultural commodities could be substantial. Indeed, trade liberalisation could potentially ‘mitigate’ (or ‘magnify’) the negative (positive) impacts of climate change, with effects differing across commodities and regions.
