Impact statement: This article argues that South Asia should engage more actively with preferential trade arrangements and strengthen SAFTA rather than remaining on the margins of a rapidly expanding PTA-based trade order. Its contribution lies in linking the global rise of PTAs to the weak performance of regional trade cooperation in South Asia, and in explaining why more serious legal and policy engagement with PTAs could improve regional economic integration.
