Impact statement: This article explores the potential role of international trade restrictions as a mechanism to enforce fire safety compliance in Bangladesh’s garment factories. It argues that the lack of enforcement of fire safety standards, despite the industry’s significance to the country’s economy, poses serious human rights and labor protection concerns. The paper proposes using trade measures to incentivize factories to comply with safety regulations, offering a framework for leveraging international trade policy to address domestic labor issues and improve working conditions in the garment sector.
