Impact statement: This article analyzes the legal obligation of states under international law to notify the World Health Organization (WHO) promptly about infectious disease threats that may cause pandemics. It argues that this obligation is not merely political or moral but justiciable and legally binding under international health regulations. The article further proposes a shared collective responsibility framework, including a global fund managed by the WHO to assist economically vulnerable countries in fulfilling early notification duties, thereby strengthening global pandemic preparedness and equitable public health responses.
